The International Development Research Center (IDRC) is a Canadian Crown corporation that "works in close collaboration with researchers from the developing world in their search for the means to build healthier, more equitable, and more prosperous societies."

Here is a link to a collection of works in their library in 2005 on the topic of mine closure and reclamation including legal, technical, environmental, and social aspects.  The papers are heavy on the word sustainable, and hail primarily from Chile and Peru.  There were a number of papers I had not previously seen on the legal issues related to mine closure in South American countries.
