Jean-Claude Petilon leads the new mining and energy team in Paris, comprising four senior lawyers from Dewey & LeBoeuf. Jean-Claude brings more than 25years of experience in the energy (oil & gas and power projects), mining, telecommunications and infrastructure sectors, as well as in project financings. He has advised both governments and private operators in privatizations and complex reforms as well as in all aspects of foreign investments, mergers and acquisitions, and commercial transactions in Africa.

Jean-Claude Petilon (Partner) – Jean-Claude's practice focuses on the energy, petroleum, mining and telecoms sectors, and on the financing of these projects across French, English and Portuguese speaking Africa. He acts on behalf of private and state-owned entities and governments, advising on privatizations and sectoral/legal reform. He also advises on international arbitrations involving Africa, particularly under the ICC and ICSID rules.

Elizabeth Terron (Partner) – Elizabeth advises on mergers and acquisitions (M&A) and on corporate matters related to conducting business in Africa, including long-term project financing. She also has significant experience in public-private partnerships and the privatization of state companies.

Liliane Doukouré (Partner) – Liliane has extensive experience in the mining and petroleum sectors. As the former legal director of PETROCI, the national petroleum entity of Côte d’Ivoire, she has assisted African governments on related legislation and regulations, and has assisted private operators to negotiate agreements and finance projects in Africa. Liliane also represents clients in international arbitrations under the International Chamber of Commerce’s (ICC) rules of arbitration.

Matthieu Adam (Partner) – Matthieu’s antitrust/competition/regulatory practice involves transactional and litigation work and encompasses European Commission (EC), French as well as other international laws and regulations, in particular in Africa. He is involved regularly in cross-border transactions with French and English speaking African countries. He also assists clients with commercial and distribution agreements. As well, he has significant experience with climate change issues, including public policy analysis and emissions trading.
